• The ARI is at a critical juncture

• The ARI basic idea is sound, but rapid expansion threatens it -

  • the state funds only one specialist per district - about 1 for every 4 schools
  • The ARI staff has not expanded quickly enough; many schools never receive staff visits
  • The department has not mandated sufficient principal training nor sufficient district commitment
