• The Department of Education made available Stanford 9 reading scores for all Alabama students

• The evaluation focused not

  • on the absolute scores (which are dominated by demographics) but instead
  • on the change in individual student scores from one year to the next

• The starting point was the change from one year to the next for schools NOT in the ARI
